Contributions to the IIGA:
Owen was the Founder Chairman of Guernsey IGA in 1985 and Chairman of the Organising Committee for the 1987 Island Games in Guernsey. He was the major contributor to the significant work of compiling the IIGA Constitution and By-laws.
